They were originally for the Elves alone, as the Rings of Power project was to ultimately preserve Elven civilization in the mortal world by recreating the bliss and timelessness of Valinor. For the Elves as immortal beings in a mortal world of death, decay and change suffered the "world weariness"...similar to when a mortal was forced to live on like an immortal but gaining no new life, just reversed. In other words, Rings of Power were meant to be a renewable spiritual resource for the Elves.
